A learner leaves a 12-week pre-apprenticeship in week eight. What did the partnership spend, what support might have helped, and what value did the learner still receive? Those are three different questions.
The original May 2026 article called each dropout a $7,300 loss and extrapolated to more than $1.2 million a year. No actual cost study or cohort data supported those claims. Participation is not automatically worth zero because someone did not complete.
Calculate a local figure, not a headline
For each cohort, separate fixed costs (facility, curriculum, administration) from variable costs (stipends, materials, transport). Assign costs to the period in which they occurred; avoid charging one participant the full cost of an instructor or room.
A hypothetical learner might receive $2,000 in supports and $800 in recruitment services before leaving. Those amounts illustrate categories, not measured sector averages. Record also any modules completed, skills practiced, and services received.
Compare actual exits, completions, and later outcomes by cohort and participant group. Do not assume that everyone who leaves would have completed if given a dashboard, or that every completer gets a job.
Find the intervention point
Check whether a learner's related instruction stalled, a placement was delayed, a mentor stopped reviewing work, or transportation or child care became a barrier. Ask the person directly before interpreting missing log entries as disengagement.
DOL's quality pre-apprenticeship guidance includes supportive services and partnerships. Technology can surface a question for staff; it does not deliver transportation, child care, or a trusted mentor.
The Apprentage workflow
Apprentage links apprentice progress, related instruction, OJT evidence, and supervisor review. An intermediary can inspect missing or late records and coordinate follow-up across partners while preserving the difference between a data gap and a learner's actual experience.
Measure retention changes with observed cohort data and a consistent denominator. Do not attribute any improvement or dollar savings to Apprentage without evidence.
