Beyond a Completion Certificate: Give Employers Evidence They Can Assess

May 8, 2026 — by Turbine Team

WIOA counts credential attainment according to defined rules. A sponsor or employer asks a different question: what did this applicant learn, practice, and demonstrate? A certificate and a work record can answer different parts of that question.

Define the credential before collecting evidence

State the issuer, criteria, assessment method, and whether the award is a completion certificate, an industry certification, or a registered apprenticeship credential. Do not imply that finishing a pre-apprenticeship grants a trade license or journeyworker status.

For a welding pathway, distinguish related-instruction completion from supervised practice and any separately earned industry credential. If an instructor reviews a demonstration, capture the relevant process, criteria, date, and result.

DOL's quality pre-apprenticeship guidance calls for approved curriculum and hands-on preparation with a route into Registered Apprenticeship. It does not say every hands-on activity is automatically credited by the receiving sponsor.

Make a shareable record precise

A useful participant portfolio might include the course completed, an assessment result, selected supervisor-reviewed work entries, and the reviewer role. Explain what is still in progress and obtain permission before sharing personal or employer-sensitive material.

An employer can then assess relevance to its own job and ask follow-up questions. The record does not guarantee hiring, wages, or acceptance of prior learning.

The Apprentage workflow

Apprentage tracks related instruction and connects OJT entries to source documentation and supervisor verification. Sponsors and intermediaries can use those records to substantiate a specific claim about progress, rather than calling every activity a verified competency.

The credential issuer and receiving sponsor still determine what the evidence satisfies. A platform record should make those decisions easier to audit, not make them on behalf of the issuer.
