In 2021, Pittsburgh's Department of Mobility and Infrastructure (DOMI) published its 2070 Mobility Vision Plan. Josh Studl read its proposed projects as clues to the skills regional workers might need, not as a completed workforce program.
The original plan and response
DOMI described connections across the city, region and wider world: transit corridors, rail, trails, freight hubs, safer streets and resilient infrastructure. Its principles also included human-centered design, testing, reporting and incremental change.
Studl proposed exploring a pre-apprenticeship built around those future needs and invited collaborators. That was an idea in the 2021 post, not evidence that a program launched or that employers hired apprentices for the plan.
A sponsor's use of the plan
A sponsor can turn a proposed infrastructure project into training only after identifying actual occupations, employer work processes and related instruction. For example, electrification or street operations may suggest skill areas, but a vision document cannot substitute for an approved training plan.
Today, Apprentage supports sponsors in coordinating related instruction, on-the-job learning evidence and program records once a real apprenticeship pathway is defined. It was not part of DOMI's 2021 plan.
