Reading 2019 WIOA results through an apprenticeship reporting lens

From the Turbine Workforce archive. Historical organizations and product names describe the work at the time, not current Apprentage customer relationships.

The Department of Labor's Employment and Training Administration published WIOA Title I and III performance results for Program Year 2019. In 2021, Turbine highlighted the data as a way to understand workforce services from local delivery to national reporting.

The reporting question

Data collected by different partners can help job seekers and employers only when each program knows what to record and how to interpret it. The original Turbine post expressed an interest in automating local data capture and adapting to delivery and reporting requirements; it did not document an Apprentage implementation.

Relevance for apprenticeship sponsors

Sponsors and intermediaries need reliable enrollment, related-instruction and OJT records before they can reconcile apprenticeship activity with applicable workforce reporting. The WIOA dashboard is context, not an apprenticeship-specific performance measure.

Today, Apprentage organizes program records and training evidence for sponsor reporting. That workflow addresses the recordkeeping problem without attributing 2019 results to the product.
